ERNEST MATARASSO - Bio
Mr. Matarasso served as the Director of the
Metropolitan Regional Office (MRO) of the Medicaid Fraud and Abuse Bureau, New
York State Department of Social Services from 1977-1998. As the Director, he
had overall responsibility for over two hundred Audit, Investigative and
Medical Staff in the New York City Metropolitan Regional Office.
As one of the architects of the original New
York State Department of Social Services Medicaid Fraud and Abuse effort, Mr.
Matarasso assisted in the development of one of the earliest computerized fraud
detection systems that were used to combat fraud, waste and abuse in the
Medicaid program.
In 1998, he left government and was appointed
Managing Director of Fraud and Abuse Prevention for HealthCare Operations
Review, Inc. (HECOR), a private Health Care consulting firm where he developed
cost-effective guidelines for compliance programs in health care delivery
systems.
As President and Chief Executive Officer (CEO)
of HECOR he assumed responsibility for overall operations. He managed
operational staff and assisted clients in the formation of internal review
systems geared toward regulatory and/or statutory compliance. In addition, he
directed vulnerability assessments for clients through their legal counsel
throughout critical stages of regulatory/criminal proceedings. In that
capacity, he provided realistic forecasts to both the public sector and private
clients in order to mediate complex criminal/ administrative matters.
Matarasso joined Nardello Schwartz & Co.,
LLC in 2005 as Managing Director specializing in Health Care matters along with
directing successful complex and sensitive corporate investigations.
He left Nardello Schwartz & Co., LLC in
September of 2006 to form his own Company E. Matarasso Inc.(EMI), which
specializes in health care advisory monitoring and compliance related
issues.
He serves as an approved Monitor/IRO for
purposes of two (2) Corporate Integrity Agreements (CIAs) and also as a
Compliance Officer/ Compliance Consultant pursuant to Voluntary
Settlements with the consent of regulating authorities.
He holds a Bachelor of Arts degree in Political
Science from Hunter College and has extensive specialized training in
fraud investigations including:

Mr. Matarasso has received numerous letters of
commendations throughout his career in public service as well as the private
sector. He was also nominated for the New York State Governors
Productivity Award. His letters of honorary recognition include George Pataki,
